No tall building would be permitted on the waterfront except for the eventually constructed Ian Pei designed World Trade Center The waterfront would be protected as parks, public areas with a wide promenade. Some had seen decline coming.

Developer input was certainly helpful in understanding market tolerance and financing metrics, which shape much of what gets built in everyday environments.
