Late to the party: The new 10 year plans Baltimore City calls it a Comprehensive Plan and hasn't done one since 2006. Baltimore County calls it Masterplan 2030 and its last version is from 2020. Both City and County planning departments lean heavily on the APA publication Best Practices for a Comprehensive Plan.
