Those examples of "warehousing the poor" are usually what opponents also have in their mind when they think of affordable housing. If the supply of rent managed units is large enough, a broader range of permitted incomes will do a lot to reduce stigmatization. It hasn't come only in tiny spurts in shrinking cities.
