A public space is meant to be there "in perpetuity" (Baltimore city charter) whereas retail and restaurants have the shortest shelf life in real estate, much shorter than museums or exhibits which are more commonly inserted into public open spaces. One has to do with longevity. Funding came through municipal bonds and HUD grants.
