In 2018 BDC issued another RFP and in 2019 BDC selected Westside Partners LLC from the eight proposals that were submitted. Hardship arguments won the day for the demolition permit of the old Eddies in Mount Vernon, a result that caused much CHAP bashing. This route isn't very well defined and leaves a lot of room for interpretation.

Rouse's insertion of commercial development into a public space can be seen as an example of private public partnership long before the term became popular. The plan mandated: A 100' build-to cornice line for buildings forming a block immediately surrounding the waterfront and commercial uses at the street level. Maybe a beer garden.

In many cities, R1 prevents housing development where development would be most beneficial and instead pushes development—and conflict over it—into denser, lower income neighborhoods, onto polluted commercial corridors, and into the undeveloped land outside city boundaries. Single family homes were not part of the mix near downtown.
