ARQUINE ANNOUNCES THE PRIZES OF ITS 24TH EDITION OF THE ARQUINE COMPETITION | MEXTROPOLI PAVILION 2022

For eight years, the MEXTRÓPOLI Architecture and City Festival has held an open and plural call for anyone to participate in the design of the MEXTRÓPOLI Pavilion, the piece that will represent the Architecture and City Festival, an event that has become emblematic on the cultural agenda From the capital.

Call number 24 requested a pavilion that was reusable and reusable; a small response to contemporary discussions about the climate crisis and the responsibility that architecture has in the face of it.

After its deliberation, the jury, made up of Ricaro Azócar, Rozana Montiel, Javier Peña, Anna Puigjaner and Elena Tudela Rivadeneyra presents the results that are expressed as follows in the minutes that are read below:

Arquine Contest Results No.24 | MEXTROPOLI Pavilion 2022

In compliance with the provisions of the Arquine Contest No.24 | MEXTRÓPOLI 2022 Pavilion, on Thursday, March 3, from 9:00 a.m. to 1:00 p.m., the jury made up of Ricardo Azócar, Rozana Montiel, Javier Peña-Ibáñez, Anna Puigjaner and Elena Tudela Rivadeneyra, together with Alejandro Tapia as technical jury. The deliberation was via Zoom, where they evaluated the 263 proposals received from the 326 registered.

The rules specify that the jury has to freely and autonomously select a single proposal from among all those submitted in a timely manner (in any case they are anonymous projects), complying with the guidelines established in the rules of the Contest.

They could not participate:
• Members of the Jury of this contest, members of Arquine or MEXTRÓPOLI.
• People with blood ties to the members of the Jury; the spouses or people linked to some relationship of affective cohabitation or affinity, nor those with whom stable professional relationships are maintained.
The jury and the organizers could exclude the works for the following reasons:
• Delivery after the deadline or without complying with what is established in the bases.
• Violation of anonymity, either by having revealed the authorship by any means, or by presenting graphic elements identifying the identity of the author of the proposal.
• Any attempt to communicate or pressure the members of the Jury, duly accredited.

In this edition of the Contest, they were invited to design a pavilion that, temporarily inserted in the city, manages to generate, based on its own discourse, an innovative, sustainable and recyclable proposal; that allows the development of an open public program and that builds a place for interaction between architecture and citizenship.

The winning project of this edition is:

Arquine Competition MEXTÓPOLI 2022 Pavilion winner

The jury unanimously agreed that this proposal brings together several elements that synthesize this year’s call, with a contemporary narrative.
The pavilion disappears when the citizens take the plants at the end of the Festival, and this affects a large group of people. With something as simple as a plant, the place is transformed.

The historical baggage that the pavilion takes through the plants, which speaks of three historical moments in Mexico, represented in three groups of plants. The rigor of the vegetation as a material and demonstrates awareness when considering species that can be found in Mexico City. A pavilion that proposes a garden within a garden, with interior spaces that can be very interesting. In this project, something fundamental is to maintain the leafiness of the proposal.

The mist can be generated with water vapor from the same irrigation system. The mist would not be continuous, but would become evidence of plant care. This itself generates a certain temporality within the same pavilion and becomes a playful space.

Arquine Competition MEXTÓPOLI 2022 Pavilion 2nd prize

A very interesting proposal since the pediment implies a real activation by the citizens with a very social message. As it is planned, it has spatiality and offers multiple functions: you can play, the back part becomes a storage room, a climbing wall and it is also a space to rest. Within the imaginary of the jury, the green surface could be used for projection, like an open-air cinema. The jury understood that it is a piece that, at the end of the festival, could be taken to a community as a community space.

Arquine Competition MEXTÓPOLI 2022 Pavilion 3rd prize

It proposes the use of the money for the construction of a house for a vulnerable person and the jury emphasizes that the subject of vulnerability be addressed. The result of the pavilion is the shadow of the house. On the other hand, it is a somewhat controversial proposal to offer the house to a specific family and not to another, or why a single-family house and not something that benefits a community.

The jury commented that the formal resolution of the pavilion lacked an explanation of the background of the proposal, by not proposing information for citizens to understand the context of this project and the beneficiary. However, they stand out for bringing to the call other non-formal possibilities for the contest and for the second life that would be given to the piece by turning it into a family home.

Arquine Competition MEXTÓPOLI 2022 Pavilion design

The jury highlights this proposal by offering the possibility of doing an activity that normally cannot be done: rising as an action. Inhabit the park with the treetops around the citizens.
Without invading spaces that cannot be intervened, it remains in the central walkway, proposes a change of perspective and the point of view of the Alameda Central, promoting circulation.
It also stands out for its constructive simplicity and its viability.

For the installation of the MEXTRÓPOLI 2022 Pavilion, the winners of this call, the technical jury and the Arquine team must work together to carry out the proposed proposal.

Arquine Competition No.24 Pavilion Jury

Ricardo Azócar

Architect from the University of Bío-Bío. He is co-founder of AZÓCAR CATRÓN, an Architecture and Urbanism studio and workshop established in Concepción together with Carolina Catrón. In 2016 they obtained the “Revelation Work” award from the Chilean College of Architects, Concepción delegation for their project “Dos Torres y un Sendero” which, during 2018, was selected in the collateral event -Young Architects in Latin America- of the XVI Biennale di Venezia – Freespace- and as representative of Chile in the XI BIAU of 2019.

In turn, in 2018 his monograph –Catalejo- (Editorial Dostercios 2017), obtained the First Prize of the XIV International Biennial of Architecture of Costa Rica in the publications category. During 2019 his project “Banca Infinita” received the “Distinguished Work” award at the XXI Biennial of Architecture and Urbanism of Chile, while in 2020 he obtained a “Mention” at the VII Architecture Biennial of Santa Cruz Bolivia. That same year, Azócar Catrón was selected as one of the 20 best young offices in the world by Archdaily. In 2021 Azócar Catrón were winners of the Arquine Contest No.23 | Meeting Point with the piece Meeting Column.

Rozana Montiel

Montiel is an architect from the Ibero-American University (Mexico City, 1998) with a Master’s Degree in Architecture, Criticism and Project from the Polytechnic University of Catalonia UPC (Barcelona, 2000).

She is the director and founder of the Mexican law firm ROZANA MONTIEL | ARCHITECTURE STUDY focused on architectural design, artistic re-conceptualizations of space and the public domain. The studio works on various projects at different scales and strata ranging from the city to the book, the artifact, and other micro-objects.

She was recently the winner of the “Most Outstanding Architectural Design, Mexico 2020” award in the “Design and Build Awards” organized by BUILD Magazine. She is also a finalist for the “Oscar Niemeyer Award 2020” for the “Housing in Ocuilan” project.

His interdisciplinary work has been published in well-known architecture magazines, as well as exhibited in Mexico, Spain, France, the United States, the United Kingdom, Germany, and China. He has also presented his projects in various editions of the Venice, Sao Paulo, Rotterdam, Chile and Lima Biennials. In 2018 he participated in the 16th. Venice Architecture Biennale 2018: “Freespace”, with the installation “Stand Ground”.

Javier Peña — Ibáñez

An architect with a study in Madrid, he is a curator, researcher, teacher and consultant on architecture, design and the city. Director of Concéntrico, Logroño International Design and Architecture Festival, focuses his activity on directing, curating and disseminating cultural projects.

Trained at the Polytechnic University, Higher Technical School of Madrid | ETSAM. From a vision specialized in the dissemination and research of architecture, it generates a critical dialogue that develops in parallel with art, design and urbanism.

He currently focuses his activity on curating: since 2015 he has directed the International Festival of Concentric Architecture and Design and co-directs the Lovisual cycle, projects founded by Javier that he combines with Experimenta Pontevedra, the Urban Design Festival organized with the Concello de Pontevedra; Relevant Practices, VI Festival arquia / proxima coordinated with the Arquia Foundation; or the architecture program at 180 Creative Camp in Portugal.

Anna Puigjaner

Architect, researcher and editor, PhD in architecture. Co-founder of MAIO, an architecture firm that works on flexible systems where notions such as variation, ephemeral or ad hoc, allow theoretical positions to materialize. Member of the Habitar research group of the ETSAB – UPC. Her PhD research focuses on New York’s self-catering apartments with collective cleaning services and related urban utopias.

She has been editor of the magazine Quaderns and a professor at the Barcelona School of Architecture ETSAB / ETSAV – UPC and the Massana School of Design. She has also been a professor at GSAPP, Columbia University, ETSAM-UPM and Brussels School of Architecture UCL-LOCI, among other universities.

Elena Tudela Rivadeneyra

Architect by the Faculty of Architecture of the UNAM with a Diploma of Merit and Master in Architecture in Urban Design in 2012 by the Graduate School of Design of Harvard University. She is a Doctorate Candidate in Architecture at UNAM on resilient urban design. She is a professor at the Faculty of Architecture and tutor of the Postgraduate Program in Sustainability Sciences at UNAM. She is co-founder of the ORU Office of Urban Resilience focused on urban design, adaptation and sustainable development with an emphasis on water infrastructure, landscape and public space. He worked in the General Directorate of Strategic Projects of SEDUVI and in the Public Space Authority of Mexico City.

In 2013 she was a FONCA fellow within the Young Creators Program. In 2014 he obtained an Honorable Mention in the Contest for the Mexico Pavilion at the Milan Expo 2015. He coordinated the urban design area of the Quebradora Water Park Project (IIS UNAM) in Iztapalapa that received the regional Gold 2017 and Gold in the Global category in 2018 from the Lafarge Holcim Sustainable Awards. She collaborated as an advisor to the Gaeta + Springall office on water infrastructures for the Parque Lineal Ferrocarril de Cuernavaca project, winner of the award for its construction, and second place at the Quito Biennial in 2018. She has been a jury for the Obras Award and has written for DOMUS, Arquine, Bitácora and Capitel magazines. He recently published an article for the book “Ecological Urbanism in Latin America” by GG publishing house. He is currently a member of the Public Space Advisory Council and the Resilience Advisory Council of the Government of Mexico City and is part of the National System of Art Creators.

Administrative bases

  1. Introduction

The International Architecture Competition Arquine calls to design and build a pavilion that temporarily insert in the city, able to generate from its own discourse a sustainable approach, which contemplates an open public program, and build a place for interaction between architecture and citizenship.

Participants must design a structure that complies with the requirements that specify the rules of this competition in terms of time, cost and characteristics. The MEXTRÓPOLI Pavilion will become the benchmark per se of each edition of the Festival of Architecture and City.

  1. Legal framework of the contest

This Contest with jury intervention is open and anonymous, in one phase and will follow the provisions of the administrative and technical rules. From the moment of registration, contestants agree to accept in its entirety and without appeal the regulations, techniques and procedures established in the administrative and the technical rules.

  1. Contest organization

The Arquine Competition No.24, MEXTRÓPOLI 2022 Pavilion is organized by Arquine, who will be responsible for organizing the development of the contest, the administrative and technical information, give answer to the participants FAQs, keeping the minutes of the plenary meeting as well as all actions for the proper conduct of this contest.

  1. Objectives
  • Convene, a universal basis, to submit ideas for the development and construction of a social pavilion, recyclable and reusable, which constitutes an element that announce and report the current state of architecture, complying with the requirements established in these rules.
  • Build the Pavilion as part of the International Festival of Architecture and City MEXTRÓPOLI, with the aim of becoming the benchmark, in each edition able to contribute to the festival themes for reflection and discussion on the architecture and the city.
  1. Contestants

The invitation is open to architects and architecture students all over the world. Teams, collective and individual participants are welcome. The groups may incorporate professionals or students from other disciplines. We recommend having an architect or architecture student in the team.

It is not necessary to have some record of the professional association of the country of origin to participate.

Each entrant or team may submit only one proposal.

In any case the team member may be part of another.

They may not participate:

  • Members of the Jury of this contest, or members of Arquine nor MEXTRÓPOLI.
  • People with ties of kinship with members of the Jury, spouses or persons associated with affective similar relationship of cohabitation or affinity, or those with stable professional relationships.
  1. Information and consultation

Participants may send their questions to the address [email protected] with the same email used to confirm the registration. Complete answers and clarifications will be made through the contest website and all contestants will have access. The list of questions and answers, along with the complete rules will be provided to the jury. The list of questions will be published on the website of Arquine on the date indicated on the calendar.

  1. Registration

To make your registration effective, you must provide a fee that will be given in two stages of registration:

First stage of registration

From October 5th to November 30th, 2021

$1,250 MXN Peso or $60 US Dollar (International registration)

Second stage of registration

From December 1st, 2021 till January 31st, 2022

$1,500 MXN Peso or $75 US Dollar (International registration)

Contestants will confirm their registration by the payment of the fee (only one payment). The amount depends on the stage of registration. There is no additional cost to the registration, since the entire process of participation and submission of proposals will be through the Internet.

  1. Methods for the contribution

To formalize the registration to the competition is necessary to make the payment (one payment) by means of a credit or debit card, via Paypal, Mercado Pago or another online payment system:

Once the contribution is made, the contestant must write an email sending an image of the deposit receipt or bank transfer. Later, the contestant will receive the registration key with which can create a user and access the system. The cost of the fee is per team and not per participant.

  1. Confirmation

Remember that you have to send the receipt to [email protected] so you can get the confirmation with the user name and password to access the system (within a maximum period of 72 hours).

When accessing the system, you must edit and complete the data of your team and download all the complementary information that is provided for the development of the proposal. The electronic mail with which the registration is made must be of the person that appears as representative; this will be the only interlocutor throughout the development of the contest.

  1. Anonymity

The work will be presented under the code generated by the system in the registration process, this should be placed in the upper right box of the sheet and identify the file only with this code [ARQ-24C-XXXX]. All the proposals submitted after the deadline or those that violate the requirement of anonymity, will be automatically excluded.

  1. Documentation needed

A digital image with the entirety of the project. The board must contain all the necessary information to explain and understand the proposal. It is essential that the submitted image contains, at least, the following:

  • General plans and layouts of the project, including floor plans and sections, adequately scaled to ensure the comprehension of the plans.
  • Diagrams, views, sketches, renderings, or any other form of visual representation that will help explain the project.
  • Constructive details that are considered essential to explain the project.
  • A 250 word-long (max) descriptive text. Any text or description can only be delivered in either Spanish or English.

The image or board must comply with the following format: rectangular in shape, 90cm long and 60cm high (horizontal display), 72 dpi, and only .JPG will be accepted. The file must be no larger than 5MB in order to facilitate uploads and downloads.

Remember that the file name must be the same as the user code you will be given upon registration [ARQ-24C-XXXX]. Other formats won’t be accepted, and only the projects uploaded on time will be on the contest.

  1. Jury

The Jury members are the key to a good contest. Their experience and the method for evaluation are the best guarantee to ensure transparency. A record containing the reasoned opinion that substantiates the choice of the winning projects will be developed.

To this end, the jury will the reasons why they consider that the winning proposal is worthy of that rating and present a comparison with the proposals that occupy the 2nd and 3rd prize.

The jury may choose a winner that doesn’t follow the basis but has a solution that they consider superior.

Documents or comments generated at the plenary session of the jury will be published in the Arquine media.

  1. Composition of the jury *

  1. Jury functions

The jury will freely and autonomously select one proposal among all the projects delivered, which complies with the rules and guidelines established by these bases.

The jury may exclude the works for the following reasons:

  • Delivery outside or without complying with the provisions of the basis period.
  • Breach of anonymity, either because they revealed authorship by any means, either by presenting identification graphic elements of the identity of the author of the proposal.
  • Any attempt at communication or pressure the members of the jury, duly accredited.
  1. Procedure for failure

The jury will meet in a plenary session to evaluate the proposals and discuss to issue the verdict.

Prior to any consideration, they will proceed to the approval of the admission or rejection of proposals.

The jury agreed a selection procedure according to the quantity and quality of the proposals. In case of a tie, there will be a new discussion.

The competition results will be published on the website of Arquine the day indicated on the calendar of these bases.

All records and documents derived from the procedure for the decision are the property of Arquine.

The jury is forced to choose a winner.

Explanatory graphic documents of the prize-winning proposals, as well as the names of all contestants who have not requested anonymity will be disseminated through different Arquine media.

  1. Publication

It is expressly stated that the proposals may be reproduced for diffusion by the contest organizers for any other purpose than the promotion.

Contestants that choose not to authorize the exhibition of his proposals (if they are not on the winning list) must expressly indicate it.

  1. Intellectual Property Rights

Contestants retain the intellectual property of the works presented, but will yield to the contest organizers exhibition rights, reproduction and publication and other corresponding to the object of the competition, who are obliged to spread the name of the author in each publication, exhibition or activity in which the proposal is incorporated. Also, the authors undertake to refer to the convener’s bodies of the contest in any subsequent publication in which your proposal appears. The submitted proposals may not be used for the development of projects by architects, engineers or technicians to different respective authors. The papers presented can be developed only within the framework of MEXTRÓPOLI 2022. In any case, remain in anonymity those not winning contestants who had applied. In case of publishing the built project, in other media, it should be mentioned that it arises from the Arquine No.24 Competition and carried out within the framework of MEXTRÓPOLI 2022.
